Recycling of actors

I was at a local "comic con" event yesterday which had Paul McGillion (from Stargate Atlantis) as a guest. During his talk on stage he mentioned about how part of the Vancouver filming industry culture is to recycle actors. This got me thinking about how that might be part (if not all) of the reason that we see actors in MacGyver recycled.

He didn't give any explanation as to why the culture exists, but I found it interesting that he mentioned it.

I know in Hollywood, actors are under contract to a particular studio for a set number of projects, so that is one explanation. I know Gary Graham was contracted with Paramount Studios and made appearances on J.A.G, STAR TREK: Voyager and STAR TREK: Enterprise, playing different characters. I would have to guess that since their aren't nearly as many actors in the Canadian film industry, they probably have to recycle them.
