They seem to be doing a lot to keep or promote Magnum. Maybe it isn't doing as well as they had hoped.

while the Magnum ratings aren't stellar and it lost quite a bit in demo ratings, it's still the only show on CBS this season that actually gained in viewer numbers.

it sure profited from being sandwiched in between H50 and BB. problem is, it's not a good lead-in for BB that lost more than the CBS average in ratings. they might rather want to protect BB instead of Magnum. also, they know that both MacGyver and Magnum will never have stellar ratings by themselves and need either a good lead-in or lead-out, while H50 can be moved to whatever Friday slot and still does great. The move to 8pm didn't phase H50 at all while Magnum is sandwiched between these shows and yet still can't carry the momentum by the crossover and keeps dragging BB down.

also, Magnum is co-produced by NBC. I'm not sure if CBS has certain criteria to meet to keep getting financial support by NBC (e.g. not being allowed to push it to midseason like thy did with MacGyver).
