I think the best use they her was in "The Widowmaker." With his close friends not able to get through to him, her being her usual self ended up making a lot more headway than they did (even if she ended up interrupted by Murdoc, as you do).
I never used to understand why people disliked her because I watched the series all out of order on reruns, so from my point of view she was just another recurring character who popped up from time to time, like Jack or Penny or the Coltons. I understood it a lot better when I rewatched the whole series in order more recently and oh yeah, she really does kind of come out of nowhere and there's a whole phase there where they're really trying to make her a co-lead. I still think she ads something to the show, though - it's nice to have somebody who isn't enamored with MacGyver but isn't a bad guy and is still part of his friend circle, more or less.
