Hmm- I concur with jknnej - I was pretty sure Betty Parker disappeared on Halloween, but I wasn't totally positive- so I just went with the year. But if it was 30 years before Penny and Mac got there- and I assume the episode was set in the year it aired- (which would be 1988)- then the year should be 1958.
But if I'm totally offbase, I guess someone else will have to enlighten me.

theres more numbers and letters in it than those 5.

Theres also 2 different license plates used in the show, so either will do.

Okay, MGod, I promised you I'd Reveal My Method.

I suspect you found out, watching the DVDs, the same thing I did -- namely, that the jeep has no front license plate, and that pretty much all the aft shots are of the Jeep driving away really fast and at too great a distance to make out the license plate. I don't have screen capture software, and my DVD player is a bit on the ancient side as DVD players go -- I couldn't find a clear shot.

So, after several futile attempts to get the plate number off the DVDs, I tried a different approach to the research problem:

I looked it up here.

On MOL.

As I said at some other point, more than what you know, it's knowing how to find out what you don't know.

(Although being able to integrate the results meaningfully is still more important.)
