Well, we haven't seen Cynthia since The Madonna but Tough Boys, The Gun and one scene in Twenty Questions were still set in The Challengers Club and Gunz 'N Boyz too in other settings. Cynthia did say in The Madonna that she was tired of fighting and that you always had to be everything for those kids: mother, father, big sister, best friend. After fifteen years of fighting and the death of Booker, I wouldn't be so surprised that in the end you can't take it anymore and leave things over to someone else.
After that Christmas party at The Challengers Club you might say you get renewed energy to carry on but we haven't seen The Challengers Club, between December 1989 and September 1990. That's nearly a whole year in between, who knows what might have happened. Maybe she got depressed about everything she saw what happened to those kids or maybe she just hired Hines in a partnership letting him run the place but she gets final say in everything.
