I know this is a very common practice in sitcoms-especially those that run for more than 3 or 4 years,but MacGyver is replete with characters that have either died & were brought back to life as a different person,or have simply played a character in an earlier season & had returned many years later.
Some of these characters have started out as bad guys & then surfaced years later as good guys & vice versa.

This has happened so often on this show,that it actually subtracts from some of the interest in the show as a whole.

Is it really that difficult for the casting crew to hire new actors/actresses,that they have no other choice but to use the same people over & over again...wtf??

I still love MacGyver,but I am gravely disappointed with this aspect of the show...especially since there really isn't any rhyme or reason for it.

I read somewhere that part of the Canadian filming contract is that a certain amount of Canadian actors (and crew) must be used on any productions filmed there.

I wonder also if work permits etc had any influence on who they could bring over the boarder to film.

This was pretty normal for alot of shows back then, even into the 90's. I think thwe only show I've heard to make a conscious effort to not have actors repeat is LOST. I don't think the producers etc ever imagined we'd be watching these shows by recording in our own homes.

Who are you talking about?

I've only seen one episode with Vernon Wells (The Heist) but I know he appears in a couple more episodes later on. He's an actor who would be very difficult to disguise - especially his voice. He has a strong Australian accent. I'm waiting to see him pop up again and see if they've managed to hide the fact he's already been on the show.

Vernon Wells is actually only in one other episode, but a clip of that episode is also shown in a "clip show" episode later.

Oh, yeah, but to be fair, bad actor choice is just one of many,many, many faults with that episode.
