Andy Colson was the Chief of Operations at the KIVA Laboratories facility based in Bannon, New Mexico when an explosion destroyed the underground portion of the complex leaving at least 20 people unaccounted for and trapping renowned scientists, Dr. Carl Steubens and Dr. Sidney Marlowe in the 3rd level laboratory.
Colson worked as the technical adviser with the facility director, Dr. Charlie Burke and government official Ed Gantner as they talked MacGyver through the destroyed underground levels via two-way radio on his mission to rescue the trapped scientist as well as try to stop a sulfuric acid leak.

He did yes. In the season 2 episode Partners when we see the flashbacks of how he and MacGyver first met while chasing Murdoc.
